Texas splits mold work into two licensed jobs: assessment (inspection and testing) and remediation (removal). The law keeps them apart on any single project:

“A license holder may not perform both mold assessment and mold remediation on the same project.”

It goes further than the license holder. The same people can’t own both sides of a project either:

In practice: the inspector you hire decides what needs removing, and has no business reason to make that job bigger. If a company offers to test and then clean up the same mold, ask which license each part falls under — and get the assessment from someone else.
